Le concours est basé sur quatre séries d'auditions, plus un jury de sélection chargé d'inviter 28 musiciens prometteurs à Bonn. Le concours se concentre sur les œuvres de Beethoven de toutes les phases de sa vie créative. L'image de la musique du maître est complétée par des compositions de ses prédécesseurs, contemporains et successeurs. En plus des pièces imposées, les candidats peuvent chacun composer un programme libre pour montrer au jury leur potentiel artistique individuel. Outre son aspiration artistique, le concours attache une grande importance à une atmosphère personnelle. Les participants sont logés dans des familles d'accueil. Là, ils ont l'occasion de répéter et de se faire une idée de la vie dans la ville natale de Beethoven, Bonn, dont les spectateurs dévoués accompagneront les artistes à travers toutes les épreuves du concours, contribuant à une excellente ambiance de concert. Pour ceux qui ne sont pas en mesure de vivre la compétition en personne, toutes les performances seront disponibles par diffusion en direct sur Internet. De plus, le public aura également une voix : pendant les demi-finales, deux prix du public seront décernés - un du public à Bonn et un de ceux qui écoutent en direct. Le public présentera également son propre prix de la meilleure performance lors de la phase finale du concours.
